Migration

Application for the two-year residence permit (Residencia Temporal)

It is possible to apply for a two-year residence permit (Residencia Temporal) during your stay in Paraguay. The application is carried out exclusively on-site and is accompanied and supported by an immigration assistant. Payment is made in cash at the time of application; the price is available upon request. Please inform us directly after booking the trip if you are interested so that we can optimally assist with the preparation of the required documents and coordinate with the immigration assistant for submission.

The application for the two-year residence permit is an additional service, which Adventure-Worldwide does not perform independently but only facilitates.

Required documents:

  • Birth certificate (with apostille)
  • Police clearance certificate (with apostille, not older than 6 months and with no entries)
  • Marriage and/or divorce certificate (if applicable, with apostille)

All documents must be submitted in the original and fully apostilled.

Extension and conversion:

The residence permit is initially valid for two years. After the two years, an extension is required to subsequently convert it into a 10-year permanent residence permit (Residencia Permanente). The extension application is also only possible on-site.

Important notes:

The temporary residence permit in Paraguay (Residencia Temporal) is generally valid for up to two years. To maintain this status, it is now required to enter Paraguay at least once per year. This regulation serves to document continuous residence and connection to the country.

Failure to make this entry within the year may affect the status of the residence permit. It is recommended to regularly check with the responsible Paraguayan migration authority (Dirección General de Migraciones) or the assisted immigration helper regarding the legal requirements to ensure all conditions for obtaining the residence permit are met. Changes in legal regulations may occur at any time.

All advisory services are provided to the best of our knowledge but cannot guarantee legal approval of the residence permit or the processing time.

Participant requirements and obligations:

It should be noted that after the first trip to apply for the two-year residence permit, two additional trips or stays in Paraguay are required until the 10-year permanent residence permit (Residencia Permanente) and the Cédula are issued. For persons who are not willing to complete these further steps, the initial application makes no sense.

It should be noted that after the first trip to apply for the two-year residence permit, two additional trips or stays are required before the 10-year permanent residence permit and the Cédula can be issued. For participants who are not willing to complete these further steps, the initial application does not make much sense.

Application for the Paraguayan Cédula de Identidad (Identity Card)

The application for the Cédula de Identidad is only possible after obtaining the two-year residence permit (Residencia Temporal). It is processed at the Departamento de Identificaciones of the National Police.

Importance of the Cédula:

The Cédula serves as an official proof of identity and is required for: opening bank accounts, rental contracts, official procedures, health insurance, and international identity verification (e.g., at banks or crypto exchanges).

Validity:

The Cédula is issued for the duration of the residence permit (Residencia Temporal), up to a maximum of two years, and can subsequently be extended depending on the issuance of the permanent residence permit.

Important notes:

Adventure-Worldwide facilitates and accompanies the process in cooperation with a local immigration assistant on site. The application itself is carried out exclusively by the authorized immigration assistant, who submits and coordinates the procedure with the relevant authorities. Payment is made in the local currency (Guaraní). Adventure Worldwide does not act as a contractual partner regarding the official application or its outcome. We provide organizational support during the process as part of the trip and offer advisory guidance. The advice is given to the best of our knowledge and belief, but without any guarantee or warranty for the issuance of the Cédula, the timeline, or decisions of the Paraguayan authorities.

Disclaimer:

Adventure-Worldwide assumes no liability for delays, rejections, changes in procedure, additional official requirements, or other circumstances beyond our control. The current regulations of the Paraguayan authorities are always decisive.

Information about VAT and Invoicing:

Adventure-Worldwide is a company based in Paraguay (PY). Therefore, all services are generally subject to Paraguayan tax regulations. Depending on the client’s location and status (private or business, inside or outside the EU), different invoicing and VAT rules apply.

1. Clients based in Paraguay

For clients with a business or residential address in Paraguay, invoicing is subject to Paraguayan VAT (IVA) in accordance with national regulations.

2. Clients based in the European Union (B2B)

For business clients within the European Union who have a valid VAT identification number (VAT ID), invoicing is carried out without VAT under the reverse charge procedure. In this case, the tax liability shifts to the recipient of the service, who must declare and pay the VAT in their respective EU country.

3. Private clients within the European Union (B2C)

For private clients in the EU, the following rules apply:

  • Up to an annual total turnover of €10,000 (net) to EU private clients, invoices are issued without VAT (place of service: Paraguay).
  • Once this threshold is exceeded, Adventure-Worldwide must apply and show the VAT rate of the respective EU country on the invoice.

This regulation is based on the EU Distance Selling Directive (OSS scheme), which applies to digital and cross-border services.

4. Clients outside the EU and outside Paraguay (third countries)

For clients whose residence or company is located neither in Paraguay nor in the EU, invoices are issued without VAT, as the service is considered an export service.

Payment Conditions:

Payment:
Payment is made in full and in advance via the online shop by invoice. Once payment has been received, the booking is considered bindingly confirmed. If payment is not received, Adventure-Worldwide reserves the right to refuse participation.
